How we define charges for our services
PDS services are delivered through transparent and efficient processes. We apply a structured and auditable costing model to our services and solutions. Any surplus generated is not retained as profit but is reinvested into policing to support sustainability, innovation, and improved outcomes for members.
The costing labels below are applied to all our services and solutions in the PDS Service Catalogue to ensure that charges are accurately represented and defined for both member and non-member organisations.

Funded Member Service is our core service offering provided at no additional cost to PDS members. These services are designed to support national policing priorities. Availability, scope, and eligibility are subject to central funding arrangements. |

Part-funded Member Service refers to those services delivered to members through a combination of central funding and chargeable elements. They support national policing priorities, while enabling scalable delivery beyond the core provision. Cost-sharing arrangements are clearly defined. |

Chargeable Member Service refers to those services that extend beyond the standard funded offer and are available to members on a chargeable basis. While core elements remain accessible, enhanced features are costed separately at preferential member rates. |

Extended Access covers non-member organisations. This includes public, private, and third sector organisations (domestic and international), which may be able to access a limited range of services on a chargeable basis. Tiered overhead rates are applied to ensure fairness between member and non-member pricing. |

Partner Offering is for services provided by external public sector organisations. Each partner maintains its own service scope, delivery model, and charging arrangements. PDS facilitates visibility and access to these offerings, ensuring transparency and alignment with wider strategic programmes. |
