Key Responsibilities

  • Lead all delivery team employees to promote good practice widely across all Law Enforcement programmes
  • Development of corporate strategy and lead delivery strategy development
  • Develop and implement delivery policies and procedures to facilitate improved management control
  • Develop and control all allocated project, programme and portfolio budgets
  • Create and sustain a Programme delivery centre of excellence group to encourage collaboration of good delivery practices across police the Law Enforcement community
  • Establish PMO team to provide coaching, support and guidance to programme and project staff
  • Ensure that projects, programmes, and portfolios are delivered on time, to scope, specification, budget and quality
  • Develop and maintain systems and procedures to ensure that company change/transformation activities comply with all legal requirements and standards
  • Regularly review plans, resources and demand against existing and/or planned capacity
  • Develop and maintain delivery functions structure and processes
  • Maintain an effective working relationship with all other directors
  • Act as the company’s main adviser on all issues relating to change/transformation functions
  • Report, monitor, review, manage and mitigate risk within the organisations change/transformational delivery 
  • Produce appropriate and relevant service performance reports to the SLT and the Board
  • Manage all allocated project, programme and portfolio budgets within agreed budgets
  • Improve the company by deepening the pipeline of talent through strong hires and providing opportunities to develop existing team member skills and knowledge
  • Continually evaluating, improving and reviewing the overall performance of the companies “change function”

What you need to succeed in the role

Knowledge

  • A degree or equivalent and relevant professional qualifications
  • Senior/exec level portfolio and/or programme management
  • Delivered complex projects, programmes, and portfolios, including creating and improving PMO team support functions and performance
  • Strategic and business/service planning
  • Major change and transformation programme delivery with range of change outcomes and client / CEO testimonies
  • Data analysis and performance/operation metrics
  • IT/Business infrastructure and products e.g. MS Office
  • Implementing cyber risk management methodologies and processes
  • Technical knowledge of some or all the following:- Policing IT services and technologies. Experience of fund raising in a central, public and/or local government environment

Essential Experience

  • A minimum of 5 years of Delivery Director experience in large public and private sector organisations with complex service requirements, delivering successfully on time to standards agreed with the SRO or client
  • Managed relationships between suppliers and strategic stakeholders
  • Supplier relationships in the Police Tech marketplace
  • Change management and business process improvement expertise, driving large-scale change programmes successfully 
  • Managed large teams and budgets
  • Dealt with complex projects and meeting conflicting demands
  • Translated strategy into business/service plans within agreed levels of risk
  • Demand and capacity management in a services environment
  • Risk management process, such as ISO31000. Use of enterprise risk management and modelling tools
  • Established risk procedures and processes to support strategic delivery
  • Designing, improving and managing service functions within in a large complex multi-faceted organisation
  • Strong communication and presentation skills
  • Planning and strategic management: set direction and develop a shared understanding of individuals’ roles
  • Strategic thinking to identify risks and trends and stay ahead of the “demand curve”
  • Team management and supervision, ensuring team members have the capabilities, competencies, and capacity
  • Develop skills in the team to support the effective delivery of the in-scope services and functions 
  • Engage, lead, inspire and mentor colleagues, promoting a diverse and inclusive environment that allows opportunities for continuous improvement and personal development
  • Problem-solving analytical skills to understand multiple complex systems and technology

Desirable Experience

  • Experience of Defence, ‘Blue Light’ and/or Government organisation governance
  • Experience with Systems Thinking, six sigma or similar business improvement techniques
  • Broad understanding of traditional and new delivery approaches and methodologies to grow the appropriate delivery approaches for the company and its clients and stakeholders
  • Proven security domain knowledge in terms of the successful delivery and/or transition of internal service(s) to managed service providers and/or outsourcing environments
  • Demonstrate a track record of developing strong working relationships with a wide number of stakeholders, particularly in managing expectations across a large number of disparate customers, supplier, and stakeholder groups
